The Cosmology of Local Regencies (CRL) is a conceptual framework developed by Henrik Hernandez to rethink life, intelligence, and systemic organization beyond both classical metaphysics and standard physical cosmology. Rather than proposing a new theory of the universe’s origin or structure, CRL focuses on how life operates as an active, regulating process within localized functional domains, subject to material, energetic, and organizational limits.

CRL deliberately distinguishes itself from two dominant traditions. On one side, it departs from the ΛCDM model and other physical cosmologies that describe the universe primarily through abstract, large-scale parameters. On the other, it avoids symbolic or mythological cosmologies that attribute meaning through transcendence or teleology. CRL does not ask where the universe comes from or where it is going; it asks how life functions where it exists.

At the core of this framework lies the concept of the local regency: a bounded domain—biological, ecological, cognitive, technological, or civilizational—within which life acts as a regulating and transformative force. Each regency is constrained by real limits: energy availability, material resources, informational capacity, and feedback mechanisms. Life is not understood as a passive outcome of favorable conditions, but as an executive process that actively reshapes matter and energy in order to persist.

Within CRL, intelligence is not treated as a universal principle or an autonomous faculty. Instead, it emerges as a derivative function of life, serving adaptive, organizational, and anticipatory roles inside a given regency. Intelligence cannot transcend the thermodynamic, ecological, or structural constraints of the systems that sustain it. This position rejects both technological determinism and metaphysical exceptionalism.

A defining feature of CRL is its rejection of teleology. Life has no transcendent purpose, destiny, or final cause. Meaning does not descend from outside the system; it emerges locally, through interaction, regulation, and survival. Civilizations, belief systems, technologies, and political structures are therefore understood as temporary configurations, not as steps toward an ultimate goal.

This framework has direct implications for how contemporary crises are interpreted.

Ecological degradation, cognitive saturation, systemic instability, and civilizational stress are not anomalies or moral failures. They are signals that specific regencies have exceeded their functional limits. CRL does not offer utopian solutions or universal prescriptions; it provides a diagnostic lens grounded in realism. Systems that violate their limits inevitably destabilize, reorganize, or collapse.

The Cosmology of Local Regencies has been developed progressively through a series of analytical and philosophical articles published in Tocororo Cubano. These texts explore the framework across diverse domains, including biology, cosmology, thermodynamics, consciousness, planetary systems, and epistemology. Together, they constitute an active and coherent research program rather than isolated reflections.

The thermodynamic, ecological, cognitive, and structural constraints that delimit the stability, viability, and persistence of a local regency. Exceeding these limits leads to systemic destabilization, reorganization, or collapse.

Adaptive Emergence:

The process by which life arises and reorganizes in response to local conditions through functional adaptation, without prior design, teleological direction, or transcendent purpose.

Temporal Entropic Order:

A transient form of organized complexity produced by living systems in opposition to the global tendency toward entropy increase, sustained only while adequate energy gradients and material conditions are available.

Non-Teleological Naturalism:

A foundational principle of CRL asserting that life, intelligence, and systemic organization do not possess intrinsic final purposes or predetermined ends; meaning and function emerge locally from material interactions and regulatory processes.

Multiple Regency:

A configuration in which a system—such as human consciousness—operates simultaneously across multiple interconnected regencies (e.g., biological, social, symbolic, technological), forming a layered functional superstructure.
